T he Portland Police Bureau Traffic Division is asking foryour help in identifying and appre hending the driver o f a vehicle, w hich struck and seriously in ju red a Portland man. O f 2,159 em ployees screened by the Im m igration and N atural ization Service, 124 were found to be working illegally, said Anthony Ho, special agent in charge o f INS investigations. H e w as co n v icte d afte r he posed in A pril as a stranded m o torist and kidnapped and raped a Eugene teen. Bates escaped from the Salem prison once before, in 1985. In 1992, he escaped from the m ini m um security P ow der R iver C o r rectional Facility in B akerC ity.
